Stage 2- Fort Simpson Staff Housing Energy Retrofit, Nahanni National Park Reserve

Parks Canada Agency is seeking a qualified contractor to execute a comprehensive energy retrofit of a single-family staff residence in Fort Simpson, Northwest Territories, as part of operations for Nahanni National Park Reserve. The 1963-built structure, measuring 170 square meters with a full basement, features a concrete strip footing foundation, wood frame walls, wood siding, and asphalt shingle roofing. The scope of work involves full demolition of the existing building envelope—including siding, windows, doors, roofing, and insulation—alongside removal of the current furnace and associated mechanical systems. The retrofit will install a new building envelope with drain mat, rigid insulation, and waterproofing membrane below grade, followed by installation of a new air barrier, fire-resistant cladding, fiberglass windows, updated exterior doors, metal panel roofing with integrated waterproofing, and attic insulation. Mechanical upgrades include a new oil-fired furnace and a heat recovery ventilator system, while electrical systems will receive necessary upgrades to support the new infrastructure. Air tightness performance will be evaluated at key milestones during construction to ensure compliance with energy efficiency targets. The project must be completed by March 31, 2027, at the designated site in the Northwest Territories, and all architectural, structural, mechanical, and electrical work must adhere to detailed drawings and specifications provided only to qualified bidders in the second stage of the solicitation. This solicitation follows a two-stage process, with the current posting being Stage Two, reserved exclusively for suppliers who successfully passed Stage One’s mandatory qualification gates. To qualify in Stage One, bidders must demonstrate experience as prime contractor on at least one building envelope retrofit or new construction project in a Canadian northern or remote community, with at least one project located north of 55 degrees latitude, a minimum project value of $250,000 (excluding taxes), and provision of verifiable client references. The contract is governed by the Standard Acquisition Clauses and Conditions Manual, including key clauses on administration, execution, payment, delays, default, dispute resolution, insurance, and contract security. Specific supplementary conditions require contractors to hold valid security clearances, ensure all personnel meet site access and safety requirements including proper PPE, and provide an insurance package covering commercial general liability with extended completed operations coverage for six years.
