1. General Information

Requesting Office: National Oceanic and Atmospheric Administration (NOAA) / Southwest Fisheries Science Center (SWFSC)

2. Description

The National Oceanic and Atmospheric Administration (NOAA) Southwest Fisheries Science Center (SWFSC) intends to award a sole source contract to Standard BioTools, Inc. to provide on-site field service, applications support, and repair authorization for the agency’s Standard BioTools EP1 instrument (serial number 50025).

This requirement is to support critical genetics, genomics, and fisheries research programs, including coho salmon captive broodstock and related laboratory operations.

The contractor shall complete the following tasks:

Task 1 – on-site repair and calibration of EP1
Task 2 – on-site validation of repair

Use of non-OEM service providers would risk voiding existing warranties and compromising the regulatory and scientific validity of research data. Therefore, this acquisition is being pursued as a sole source procurement under the authority of 41 U.S.C. 1901.

This notice is not a request for competitive quotes. However, any party that believes it can provide the required services and maintain the OEM standards for the EP1 platform may submit a capability statement for consideration. Capability statements must be received by September 1, 2026 at 2:00PM MT.
