AI Contract Overview
The contract requires the delivery, installation, and calibration of one Starrett AVR300 Optical Coordinate Measuring Machine for the Product Test Center in Columbus, Ohio, with a comprehensive package that includes one day of on-site training for up to five personnel. The period of performance is tightly defined at 8 to 10 weeks from the date of award, with all activities—including delivery, setup, and training—expected to be completed within that window. The FOB term is F.O.B. Destination, meaning title and risk of loss transfer only upon arrival at the designated facility located at Building 17-3, 300 North James Road, Columbus, OH 43213-1152, with final performance occurring at Building 11-7 on the same complex. The machine must meet stringent technical specifications, including a resolution of 0.1 micron and accuracy of 0.0001 inch, and all packaging must comply with ASTM D3951, though no specific preservation or UID labeling requirements are detailed beyond the consignee marking for the DLA Product Test Center. The solicitation is strictly for a Firm Fixed Price (FFP) contract under LPTA evaluation methodology, meaning award will go to the lowest-priced offeror whose proposal is technically acceptable, with no trade-offs permitted between cost and technical merit. Technical acceptability is a pass/fail determination based on adherence to the Performance Work Statement and Technical Specifications, with price being the sole deciding factor among compliant offers. Proposals must be submitted electronically via email to Contracting Officer Elizabeth Dickstein by 11:00 PM EST on May 25, 2026, with the exact subject line SP4706-26-Q-0007 OCMM, and must include a fully completed and signed SF-1449 form along with the company’s specification sheet or quote, not exceeding 15 MB per email. The government retains the right to conduct discussions, though the intent is to award without them, making it imperative for offerors to submit their best technical and pricing proposal upfront. Cybersecurity compliance is mandatory under DFARS 252.204-7012, requiring adherence to NIST SP 800-171 for safeguarding covered defense information, timely cyber incident reporting via DIBNet within 72 hours, and flow-down of these requirements to all subcontractors. Invoicing must be submitted through
