STATE & FEDERAL LOBBYISTS

The City of Austin is seeking qualified individuals or firms to provide professional state and federal legislative and funding services. The selected contractor will represent the City before government bodies, agencies, and offices to influence legislative or regulatory policy outcomes and provide strategic guidance on policy positions. The contract structure includes an initial three-month term from July 1, 2027, to September 30, 2027, with six optional one-year extensions extending the potential period of performance through September 30, 2033. Award decisions are based on a best-value evaluation totaling 100 points, with the highest weights assigned to experience and qualifications (40 points) and the proposed approach (30 points). Price accounts for 10 points, while local and small business preferences can each provide up to 10 additional points. To be eligible, offerors must meet minimum qualifications regarding municipal lobbying success and provide detailed credentials for all key personnel. Contractors must adhere to strict compliance requirements, including certifications against boycotting Israel and energy companies, adherence to the City's Anti-Lobbying Ordinance, and compliance with non-discriminatory employment practices. Additionally, all personnel performing onsite work must undergo a certified criminal background check with fingerprinting. Payments are processed within 30 calendar days of receiving a proper invoice, which must be itemized according to the contract pricing structure and exclude all taxes.
