State Street Master Plan

The State Street Master Plan is a long-term visioning project initiated by the City of Santa Barbara to guide the revitalization of the downtown area over the next 50 years. The scope of the plan encompasses approximately one mile of State Street, specifically from the 400 through 1300 blocks between Gutierrez and Sola Streets, as well as adjacent plazas, paseos, parking facilities, and cross streets. This forecast project is managed by the City of Santa Barbara in California, with Kaitlin Mamulski serving as the primary point of contact. According to the Notice of Exemption dated August 25, 2026, the project is exempt from certain CEQA requirements under Section 15061(b)(3). This exemption is granted because the adoption of the master plan serves as a visioning document and does not immediately approve any specific development projects or physical changes to the environment. The project was officially posted on August 27, 2026, and is intended to provide a strategic framework for the future growth and improvement of the downtown district.
