Statewide Biohazardous Waste Pick-up and Disposal Services QVL

The State of Missouri, through the Division of Purchasing, is soliciting proposals under solicitation STATE 0000000520SL to establish a Qualified Vendor List for the pickup, transport, and disposal of medical, dental, and pharmaceutical biohazardous waste. The contract period of performance is scheduled from October 11, 2026, to October 10, 2027, with services provided on a preferred-use, non-exclusive basis across various agencies throughout the state. The contractor is responsible for providing appropriate reusable and disposable containers for sharps, medical, and pharmaceutical waste, all of which remain the property of the contractor. Award selection is based on the Lowest Price Technically Acceptable (LPTA) method, where the highest total score is determined by a combination of price points and bonus points for Service-Disabled Veteran Business Enterprise (SDVE) certification and participation with blind or sheltered workshops. Compliance is mandatory regarding HIPAA regulations, Missouri state statutes, and the Anti-Discrimination Against Israel Act. Contractors must also adhere to strict security and confidentiality protocols, including background checks for personnel accessing correctional facilities and enrollment in E-Verify.
