NYSERDA is seeking proposals from qualified organizations, individuals, or teams to conduct a comprehensive statewide assessment of commercial and municipal buildings in New York. The Commercial Building Stock Study (CBSS) aims to replicate and enhance previous assessments by providing detailed data on building characteristics, energy usage, and equipment efficiency, with a particular focus on equity and Disadvantaged Communities. The study will develop a detailed census of commercial buildings, analyze their physical and operational features, and evaluate current energy consumption patterns, including the penetration of energy-efficient technologies and practices. This information will support NYSERDA and other stakeholders in refining energy efficiency programs, setting accurate baselines, and estimating potential energy savings. The project requires a deep understanding of NYSERDA’s portfolio, utility programs, and the commercial building market across all NYS counties. Bidders may form interdisciplinary teams with expertise in market research, data collection, and building analysis, including industry associations, government entities, universities, or research organizations. The contract, valued between $500,000 and $2,000,000, will span two years, with a deadline for proposals set for August 27, 2025. The selected contractor will be responsible for reviewing secondary data sources, evaluating market trends, and providing actionable insights to support New York’s energy and climate policy objectives.

Description of goods to services to be bid: The New York State Energy Research and Development Authority (NYSERDA) requests proposals from organizations, individuals, or teams interested in conducting a New York Statewide stock assessment of commercial and municipal buildings. The Commercial Building Stock Study (CBSS) will maintain consistency in the measurement and analysis applied in the previous 2021 Commercial Building Stock Assessment , introduce enhancements that can offer additional value to NYSERDA and its stakeholders with specific interest in equity and Disadvantaged Communities, and further support the energy and climate policy goals of New York State. This study will (a) develop a census (total and categorical counts) of commercial buildings in New York state, (b) develop a comprehensive understanding of commercial building characteristics, including square footage, interior dimensional ratios (e.g., window-to-wall, etc.), building shell, lighting system, heating and cooling system, other energy-using equipment, and its operation and usage patterns; (c) the current commercial use of energy consuming equipment (electric, gas, and other fuels), the penetration of energy efficient equipment, and energy management practices. Additionally, the study will assess the market for HVAC, lighting, energy management systems/controls, electrification equipment, and water process heating equipment to determine the baseline efficiency of equipment installed in New York and practices used by vendors in specifying and installing equipment. This information will be used to improve the ability of NYSERDA, DPS, and program administrators to develop, implement and evaluate energy efficiency programs. More specifically, the information gained in the baseline study will be used to set more accurate baselines for incentive programs, inform energy savings calculations, improve evaluation guidelines, and provide energy efficiency potential estimates. If changes are made to this solicitation notification will be posted on NYSERDA’s website at: www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: This study will require the selected Contractor to fully understand the breadth and depth of the portfolio of NYSERDA and utility-administered commercial programs, program and portfolio interactions and relationships, utility territories, and affected markets. The selected Contractor should plan on reviewing secondary data sources mentioned in this RFP, as well as evaluation reports that have been conducted for NYSERDA and utility programs. Bidders may form interdisciplinary teams to meet project goals as needed. Teams may consist of a variety of entities possessing program evaluation, market research and field data collection expertise, including, but not limited to experts in the commercial building stock in New York State; industry associations; government organizations; universities; research organizations; or others. Multi-disciplinary expertise and experience in working with the commercial building stock and associated energy uses will be necessary to complete the complex project requirements.   Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 0% Women Owned Sub-Contracting Goal: 0% Service-Disabled Veteran-Owned Business Contracting Goal: 0% Disadvantaged Owned Sub-Contracting Goal: 0% Due date:08/27/2025 3:00 PM None Contract term: Two years County(ies): All NYS counties Location: New York State Business entities awarded an identical or substantially similar procurement contract within the past five years: NA
