The Judicial Council of California issued solicitation RFP-IT-2026-214-RB to establish leveraged procurement agreements for the design, supply, implementation, and maintenance of a comprehensive statewide Local Area Network (LAN) and Wide Area Network (WAN) infrastructure. The goal is to modernize network infrastructure for California Judicial Branch Entities using enterprise-grade switching, routing, and wireless components to ensure high availability, scalability, and security. The scope is divided into three categories: the provision of hardware and equipment, the design and programming of infrastructure, and professional services including installation and ongoing support. The Judicial Council intends to award up to three master agreements for an initial three-year term starting approximately January 1, 2027, with two optional one-year extensions. Although the RFP was cancelled effective October 15, 2026, the original timeline set a proposal deadline for October 30, 2026. Awards are based on a 100-point scale favoring the highest-scoring proposers, with a two-step evaluation process that reviews non-cost proposals before opening cost proposals. The contract requires strict adherence to California labor laws, including the payment of general prevailing wages. Contractors must comply with the Americans with Disabilities Act, the California Fair Employment and Housing Act, and the Unruh Civil Rights Act. Additional requirements include certifications regarding the Iran and Darfur Contracting Acts, as well as mandatory notifications if generative AI is utilized in deliverables. Payment is made in arrears no more than monthly, and the Judicial Council reserves the right to withhold between 10% and 15% of payments until final deliverables are accepted. Small business and Disabled Veteran Business Enterprise (DVBE) preferences are available to qualified bidders.
