New Quincy Courthouse Project

The Judicial Council of California is initiating the New Quincy Courthouse Project to relocate Superior Court operations from the current facility at 520 Main Street to a new site in the unincorporated town of Quincy, Plumas County. The project involves the construction of an approximately 23,000 square-foot, single-story building on three contiguous parcels located at 253, 287, and 293 Lawrence Street. The new facility will be designed and constructed according to the 2023 Judicial Council of California Trial Court Facility Standards and will feature two courtrooms, a multipurpose room, a public lobby with security screening, chambers, a clerk's office, a family court services area, a self-help area, and a jury services area. Additional specialized spaces include a Sheriff's area, a central in-custody holding area, a secured loading zone and sallyport, and an entry plaza. The scope also encompasses the demolition of existing structures and site improvements such as new surface parking lots, drive aisles, and rerouted utility connections. The project is currently in the environmental review phase under the California Environmental Quality Act, with the Judicial Council preparing an Environmental Impact Report. Key compliance requirements include mandatory consultations with the Native American Heritage Commission regarding tribal cultural resources and adherence to California Department of Fish and Wildlife guidelines to protect sensitive species and habitats, specifically focusing on the American Goshawk and various bat species. Construction is anticipated to begin in December 2029 with a projected completion date of January 2032. Administrative oversight is led by the Judicial Council of California, with Alisha Dutta serving as the Senior Project Manager.
