The New York State Department of Transportation has extended its existing contract for the Statewide Transportation Plan until July 31, 2025, following an exemption approved by the State Comptroller on January 22, 2025. This exemption was granted because a competitive procurement process was deemed unfeasible under NY State Finance Law Section 163.10 (b), and the contract was awarded on a single-source basis to ICF Incorporated, LLC. The contract, originally initiated on February 2, 2020, covers all counties across New York State and has a value estimated between 5 million and 15 million dollars. The extension ensures continuity of services related to statewide transportation planning without the need for new procurement opportunities at this time. The contract is classified under NAICS code 812990 and is managed by the NYS Department of Transportation, with the primary point of contact being Patricia Kappeller, Contract Management Specialist III. The contract's solicitation was posted on January 24, 2025, with a response deadline of January 31, 2025. Questions or comments regarding the sole-source nature of this contract can be directed to Ms. Kappeller via email or phone. This arrangement underscores the department’s reliance on a specific vendor to fulfill critical transportation planning functions across New York State without engaging in a competitive bidding process.
