The U.S. Securities and Exchange Commission's Division of Economic and Risk Analysis requires annual license renewals and administrative operations and maintenance support for Statistical Analysis System software. This procurement, identified by solicitation number 50310219Q0139 and NAICS code 511210, covers both server and client desktop licenses. The software is essential for economists, analysts, and statisticians to mine, manage, and perform complex statistical analysis on data from various sources to support the Commission's rulemaking and enforcement activities. Under Limited Source Justification 2019-117, the SEC determined that a sole-source procurement from Executive Information Systems LLC was necessary due to the proprietary nature of the SAS statistical components. This technology allows the Division of Economic and Risk Analysis to integrate data across different environments and unify computing efforts. The contract was managed through a GSA Schedule order to ensure the continued availability of these critical analytical tools.
