Full Description

BACKGROUND: During the initial closing (3/29/2011) of the 72 inch drain gate for the Elkwater Fork RCC Dam, the stem guides slipped allowing the gate stem to move out of vertical alignment. It is possible that too much torque was applied to the gate after it reached the bottom position. The pedestal for the gate crank assembly moved enough to crack a 5 inch high grout base installed between the top of dam and the bottom of the pedestal base plate. NRCS is requesting quotations to inspect the gate stem, fix damage done during the initial closing, tighten loose bolts, replace damaged bolts, and vertically align the stem. The damage was observed on April 8, 2011 during the first opening of gate with head and subsequent attempt to re-close the gate. SCOPE OF WORK: The work consists of all work related to the proper adjustment of the gate stems and guides to ensure the gates operate properly. The work includes vertical alignment of the 72-inch gate stem; lubrication of stem; inspection of stem and related components; replacement of grout pad; checking and tightening nuts; providing clear plastic stem covers; providing lock washers; and work as further described below. Contractor shall provide all labor, equipment, and materials to restore the 72-inch drain gate to proper working order as defined by this statement of work. All work related to the alignment of the stem for the 72-inch gate shall be done according to the Installation, Operation, & Maintenance Manual for Cast Iron Slide Gates, by Hydro Gate, 6-28-2010 which is provided with this solicitation. This announcement constitutes the only solicitation and Quotations are being requested. A Request for Quotation form (SF-18) along with all relevant solicitation documents are attached to this notice. This is a Total Small Business Set-Aside. The applicable NAICS Code is 811310, with a business size standard of $7M. All contractors must be registered in the Central Contractor Registration (CCR) database prior to being awarded a BPA.
