STEM Plan Implementation Support Contractor

The High Desert Education Service District (HDESD) is seeking a contractor to provide implementation support for the 2026-2032 Oregon STEM Education Plan. The project consists of an accelerated six-month foundation phase focused on establishing statewide governance, facilitating the STEM Hub network, and developing a foundational measurement framework and implementation roadmap. Key deliverables include a five-year statewide implementation roadmap, a shared measurement framework aligned with Oregon Department of Education (ODE) goals, a streamlined communications plan for diverse partners, and operational guidance for regional partners. The contract is funded through STEM Network Development Funds via the ODE, with a maximum contract value of $100,000.00. The period of performance begins within two weeks of the December 7, 2026 selection notification, with a draft implementation plan due by March 31, 2027, and all final deliverables completed by June 30, 2027. Qualified candidates must demonstrate experience in facilitating regional education networks, expertise in STEM ecosystems and shared measurement design, and familiarity with Oregon's educational landscape. Proposals are due by November 20, 2026, and must be submitted as a single PDF not exceeding 12 pages. Evaluation is based on a 100-point scale, and HDESD may conduct interviews with shortlisted respondents to inform the final selection. All work products created under the contract remain the property of HDESD, with a perpetual license granted to the ODE.
