The Naval Medical Center San Diego intends to award a sole source purchase order to Biomet Microfixation, Inc. for titanium sternal plates and screws used in the stabilization and internal fixation of the sternum. This procurement is necessary to maintain compatibility with the existing BIOMET Sternal Lock Blu Primary Closure System and the specific fixation instrument sets currently owned by the Main Operating Room. The required hardware must feature a built-in locking mechanism to prevent plate movement and screw back-out, with materials required by February 20, 2017. Under the authority of FAR 13.106-1(b), the government has identified Biomet as the only manufacturer capable of meeting these technical requirements. While this is a notice of intent for a sole source award, interested parties may submit a capability statement including management, technical, and cost data to demonstrate their ability to perform the work. These statements must be submitted via email to the designated contract specialist by February 8, 2017, to be considered for a potential competitive procurement.

The required items must meet the following requirements: 1) Must be titanium. 2) Must provide a built-in locking mechanism to prevent future plate movement. 3) Must be compatible with the sternal fixation instruments set currently owned by the Main Operating Room. Date Material Required: 20 February 2017. Biomet is the only manufacturer that meets all the requirements that are compatible with the Government-owned sternal fixation sets. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 10:00 AM Local Time, February 8, 2017. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: contact@example.gov.
