AI Contract Overview
This solicitation, numbered PANDHA26P0000035931, is a combined synopsis and request for quote issued under the Revolutionary FAR Overhaul (RFO) framework, specifically invoking FAR Part 12 for commercial items and services, and is structured as a sole source procurement for Advanced Sterilization Products, Inc. (ASP). The Government intends to award a firm fixed price contract to ASP for comprehensive maintenance and repair services on two Sterrad 100NX sterilizers located at Naval Hospital Beaufort, South Carolina, pursuant to FAR 6.103-1, which permits non-competitive awards when only one responsible source exists capable of fulfilling the agency’s requirements. The acquisition is not set aside for small business concerns and falls under the NAICS code 811210 with a size standard of $34.0 million. All responses must be submitted electronically via email by July 8, 2026, and must include two separate files: a technical capability approach detailing resources, methodology, and compliance with subcontracting limitations, and a completed Pricing Sheet as Attachment 2. Only ASP-certified service professionals may perform the work, and no subcontracting is permitted. Pricing must be firm fixed, unbalanced pricing is unacceptable, and all costs—including parts, labor, travel, and shipping—are to be fully inclusive. The contract spans a base period of one year with four optional one-year periods and a six-month extension, governed by FAR 52.217-8, and requires maintenance to be performed during standard business hours with emergency on-call support available outside those hours. Performance is subject to strict service response requirements: phone acknowledgment within four hours, on-site presence by the next business day, and system restoration within 72 hours of technician arrival. All work must adhere to OEM specifications, and software updates must be current, defect-free, and compliant with FDA standards. Acceptance occurs at the Government site and requires the equipment to be in good operating condition, verified against OEM, JCAHO, FDA, UL, and other applicable standards. Documentation must include serial numbers, technician details, labor hours, and certified OEM parts used. Evaluations prioritize technical capability significantly over price, with proposals deemed technically unacceptable if they fail to meet any requirement or submit mandatory documentation. Payment will be processed through WAWF using EFT via DFAS, and the contracting office is located in Frederick, Maryland with oversight from DHACA-HCD-SE.
