This is a combined synopsis/solicitation for commercial services prepared IAW the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) IAW FAR Parts 12 and 13 The 48th Contracting Squadron at RAF Lakenheath is the responsible procuring activity for the reacquisition of a recurring requirement for fuel storage tanks management, inspection, preventative maintenance and testing requirements for the Tri-base area civil engineering squadrons. The 48th Civil Engineer Squadron (CES) at RAF Lakenheath, Feltwell, and the 100th CES at RAF Mildenhall operate fuel storage tanks to provide the primary energy source to heat buildings, supply hot water, and support standby power generators. The objective of this requirement is to provide the necessary oversight, inspection, and testing necessary to maintain optimal operation of base-wide organizational fuel storage tanks, in accordance with applicable environmental regulations. Fuel is supplied by a separate contract and is delivered by road tanker. Peak season supply operates during winter period (typically October to April) with as many as five tankers running per day, supplying fuel to RAF Lakenheath, RAF Feltwell and RAF Mildenhall. In a typical calendar year, a total of around three million US gallons of fuel is supplied, spread over approximately 1,500 individual deliveries to OFTs across all three bases ensuring fuel is delivered with no interruption of supply. These services include but are not limited to oversight of fuel tank levels, supervising and escorting fuel deliveries, tank inspections, tank testing, and minor tank repair within the guidelines set forth in the Performance Work Statement (PWS). The U.S. Air Force anticipates a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5-year ordering period. An IDIQ is similar to a framework agreement (EU) or call-off contract (UK): it establishes pricing, terms, and a maximum contract ceiling, but the Government makes no commitment to order the estimated quantities. Orders (task orders in U.S. terms, equivalent to call-offs) will be placed as needed during the contract period, and actual demand may be higher or lower than estimates. The Contractor shall provide a comprehensive quote to meet RAF Lakenheath, Feltwell and Mildenhall fuel storage tank management, inspection, preventative maintenance, and testing requirements. Period of Performance: Five (5) Year Ordering Period: 30 March 2026 - 29 March 2031 Amendment #1 (09 Sep 2025): Attachment 2 - Pricing Workbook and Attachment 3 - Applicable Provisions and Clauses were re-uploaded due to docuemnt protection preventing opening by external users. Amendment #2 (12 Sep 2025): Update to site visit date and time and Q&A date and time. Please reference attached Amendment 2 Memorandum and updated Combined Synopsis/Solicitation. Amendment #3 (15 Sep 2025): Update to site visit response date/time within Combined Synopsis/Solicitation. Attached interim Questions and Answers. Amendment #4 (17 Sep 2025): Update to Attachment 2 - Tanks Pricing Workbook rectified external user access issue. Amendment #5 (30 Sep 2025): Update to PWS, Appendix A, Pricing Worksheet, and Questions and Answers

Tri-Base Area Construction Basic Ordering Agreement
Solicitation # FA558724R0003
The Tri-Base Area Construction Basic Ordering Agreement (BOA), solicitation FA558724R00070004, is a negotiated instrument between the United States Air Force and qualified contractors to provide a broad range of construction, renovation, alteration, and modernization services. The work is performed at RAF Mildenhall, RAF Lakenheath, and RAF Feltwell in the United Kingdom. This agreement functions as a foundational understanding that allows the government to issue individual task orders for specific projects, with order values ranging from a minimum of 2,000 USD to a maximum of 10,000,000 USD per order. All task orders are priced and paid in British Pound Sterling (GBP) on a firm-fixed-price basis. The current term of the agreement extends through April 27, 2029. To qualify for the BOA, contractors must pass mandatory gates, including active SAM registration and valid licensing under the UK Construction Industry Scheme (CIS). Qualified contractors are placed into pools based on past performance, specifically requiring the completion of at least three separate construction contracts valued over 250,000 GBP each on an RAF base. Future task orders are awarded competitively based on either the lowest priced offer or the lowest priced technically acceptable proposal. Contractors must adhere to strict technical and aesthetic base standards for each installation and maintain a comprehensive Quality Control Program. Additionally, all local national employees must undergo Host Agency Check (HAC) vetting to obtain necessary installation access.
