The solicitation emphasizes the importance of comprehensive technical assessments and adherence to project specifications to support the City’s infrastructure enhancement initiatives. Interested firms must submit their proposals electronically by October 17, 2025, via the designated online portal. Recently, Pump Stations Evaluation Programs (CIP 650660-1000000 and CIP 611660-10000) performed a holistic evaluation of ten (10) Sanitary Pump Stations and eleven (11) Stormwater Pump Stations. These evaluations assessed structural, mechanical, process, electrical, and I&C components, identified needs and improvements, and identified risks and safety issues. The evaluation and assessments for each pump station was captured in a Technical Memorandum (TM). The recommended improvements listed in the Technical Memorandums were refined into an Program Definition Improvement Plan that will be used by the City to systematically upgrade the pump stations. The TMs and Program Definition Improvement Plans are included in the appendices. As a result of the Pump Stations Evaluation Programs, the above listed projects will perform detail design for all ten (10) sanitary pump stations (SA-03, SA-06, SA-07, SA-08, SA-011, SA-12, SA-14, SA-15, SA-16 and SA-20) and six (6) stormwater pump stations (ST-02, ST-20, ST-24, ST-26, ST-28, and ST-34) to implement the recommended improvements. The outcome of these projects will be Construction Drawings and Specifications (one set for the Sanitary Pump Stations and one set for Stormwater Pump Stations) that will be used to solicit bidders for construction contracts. The City anticipates awarding separate contracts, one for each of the above mentioned CIPs through this Request for Proposals. The City reserves the right to award both projects to one consultant or two different consultants if the City determines it is in its best interest to do so. The City reserves the right to cancel this RFP and reject any bid or proposal, in whole or in part, for good cause when it is in the best interests of the City. In the event of a contract, if the project is delayed for any reason by the City, the City may request to modify the contract to reduce the maximum final obligation of the contract to a minimal level until the project resumes. When the project is intended to resume, the contract will be modified to increase the maximum final obligation to the contract amount necessary to fulfill the remaining services needed. Submissions will only be accepted electronically at https://columbus.bonfirehub.com/login
