Full Description

The Executive Office of the President intends to award a firm-fixed-price purchase order on a sole source basis to the Advertising Council, Inc. in accordance with 41 U.S.C. 3304 (a)(1), when non-competitive procedures may be used, as implemented by FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated period of performance is nine months. The objective of this requirement is for the development, dissemination, and monitoring of a strategic anti-Opioid nationwide media public service campaign. This is not a request for competitive proposals and no solicitation is available. However, all responsible sources may submit a capability statement, which the government shall consider. The response must be in writing with clear and convincing evidence to support the respondent's ability to provide timely and effective services that would be advantageous to the government. A determination by the government not to compete this action based on responses received is solely within the discretion of the government. The government will not be responsible for any costs incurred by responding to this notice. This is not a request for quotes. The Contracting Officer is Kirina Cantre.
