AI Contract Overview

The Strategic Professional Engineering Assessment Contract (SPEAC), identified by solicitation number 80JSC019A0001, is a Blanket Purchase Agreement awarded to Booz Allen Hamilton, Inc. to provide independent programmatic and institutional assessment capability support for the NASA Johnson Space Center and other government agencies. This support involves conducting reviews and assessments focused on cost, schedule, technical risk, and safety and mission assurance to aid in tactical and strategic planning. The scope of these services extends across JSC programs, projects, and agency-wide institutional activities, including critical support for the Gateway, Orion, and CCP programs. Under the authority of FAR 8.405-6(a)(1)(C), NASA has issued a modification to increase the total estimated value of the contract by 60 million dollars, raising the overall ceiling from 112 million dollars to 172 million dollars. This noncompetitive increase is justified as a logical follow-on to the original GSA Federal Supply Schedule order to ensure the continuity of essential services while NASA completes the re-competition process for a follow-on acquisition. The contract is categorized under NAICS code 541330 and is managed by the NASA Johnson Space Center in Houston, Texas.

Full Description

NASA/JSC has a requirement for independent programmatic and institutional assessment capability support to NASA and other government agencies. The support is received via reviews and assessments that are performed in support of organizational tactical and strategic planning efforts and comprised of independent assessments including aspects of cost, schedule, technical risk, and safety and mission assurance. The scope of reviews and assessments includes JSC programs, projects, center and agency-wide institutional support activities. These requirements are outlined in the established Blanket Purchase Agreement (BPA) Strategic Professional Engineering Assessment Contract (SPEAC) 80JSC019A0001, GS-00F-008DA, which was awarded to Booz Allen Hamilton, Inc (BAH), on December 11, 2018. NASA/JSC has issued a modification under the SPEAC BPA to increase the total estimated value from $112M by $60M to $172M. BAH will continue to provide the required services for SPEAC, under the authority of FAR 8.405-6(a)(1)(C), which states that in the interest of economy and efficiency, the new work is a logical follow-on to an original GSA Federal Supply Schedule (FSS) order. In accordance with FAR 8.405-6, Limiting Sources, orders placed under FSSs are exempt from the requirements of FAR Part 6, Competition Requirements. The rationale and evidence that supports the use of FAR 8.405-6(a)(1)(C) is included in a Limited Sources Justification (LSJ) that was created for the SPEAC BPA. JSC has begun the re-competition process for the follow-on acquisition. The follow-on to the current BPA is being started early enough to allow for adequate planning with the intent to conduct full and open competition for the follow-on BPA. The increase will allow NASA to continue critical support of institutional assessment support activities while follow-on actions are completed. The Government does not intend to acquire a commercial item using FAR Part 12. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html

Venous Thrombosis (VT)
Solicitation # 80JSC026Q0014
NASA Johnson Space Center is soliciting quotes under solicitation 80JSC026Q0014 for a firm-fixed-price contract to develop and validate approaches to surveil, reduce risk of, and prevent or treat Venous Thrombosis (VT) during spaceflight and exploration missions. The scope of work focuses on applied research, including preflight medical screening, individual risk assessments, monitoring approaches, and prophylactic or treatment countermeasures. Specifically excluded from this effort are pharmaceutical treatments, AI/ML modeling, Earth-independent decision-making tools, and tissue chip or organoid pathophysiology development. The period of performance is established from January 7, 2027, through September 30, 2031, with a potential six-month option to extend services. The government will award the contract to the responsible offeror determined to be most advantageous based on a two-step evaluation process. Technical Acceptability and Past Performance are combined and weighted as significantly more important than price. Technical evaluations consist of a Scientific Merit Review and a Programmatic Relevancy Review. Proposals must adhere to Dual-Anonymous Peer Review guidelines, requiring a separation of anonymized and non-anonymized content. All offers must be submitted electronically by 1:00 PM CST on November 20, 2026. The acquisition is subject to the World Trade Organization Government Procurement Agreement and requires offerors to certify they are not Chinese-owned companies.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Request for Proposal
Solicitation # 80JSC027R0004
The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. The scope of work involves rigorous certification and safety standards, including compliance with AS9100 and specific human space flight requirements. Key contractual obligations include the submission of an Organizational Conflicts of Interest plan, adherence to the Outer Space Treaty, and the procurement of specific property damage insurance for certain launch vehicle categories. All submissions must be delivered electronically via NASA's EFISS Box in Microsoft Office formats.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
