Accessibility Standards Canada is seeking professional services under a three-year supply arrangement with options for one-year extensions to support the development and implementation of accessibility standards under the Accessible Canada Act, specifically Section 5. The procurement is divided into two streams: one focused on costing and feasibility assessments of proposed standards, and the other on analyzing legal, regulatory, and jurisdictional implications across federal jurisdictions. The contract is structured as an indefinite-delivery/indefinite-quantity mechanism, with work executed through individual task authorizations, and an estimated total value between $2.4 million and $4 million based on an annual expenditure of $800,000. Bidders must respond with three electronically submitted volumes covering technical approach, financial proposals with hourly ceiling rates, and mandatory certifications, with submissions due by February 26, 2026. Evaluation is based on a weighted trade-off model allocating 50% to technical merit, 35% to price, and 15% to supplier diversity, favoring bids that demonstrate best value over lowest cost. Mandatory requirements include the use of named personnel with at least five years of direct experience in standards or regulatory analysis, prior written approval for substitutions, and certification of ownership for Persons with Disabilities-Owned and Indigenous-Owned businesses to qualify for bonus points. Canada retains full ownership of all foreground intellectual property developed under the contract, and contractors must waive moral rights. All work is performed in the National Capital Region, primarily at Accessibility Standards Canada’s office in Gatineau, QC, with contractors responsible for all travel and related expenses. Invoicing must follow strict formats, reference the contract number and financial code, and be submitted by email to the Project Authority. No security clearance is required, but contractors must comply with Canadian immigration laws if engaging foreign nationals, and must not be listed on the Federal Contractors Program’s Limited Eligibility to Bid list. Proposals must include signed attestations regarding truthfulness, convictions, and the use of non-employee personnel, and failure to meet any mandatory criterion will result in disqualification.
