The California Department of Fish and Wildlife has approved a Streambed Alteration Agreement under EPIMS Notification No. EPIMS-SDO-58869-R5 for Jerome Abboud to address unauthorized grading and trenching activities documented in a Notice of Violation issued March 4, 2025. The project requires remediation of the streambed, bank, and channel within an unnamed tributary to the San Luis Rey River at 1777 Tecalote Drive in Fallbrook, California, through soil compaction and recontouring to restore pre-disturbed conditions. Additionally, the work includes the lawful construction of an Arizona crossing over the stream to provide access from the resident’s property to adjacent open space, thereby resolving the previously unauthorized activity. The project is governed by Section 1602 of the California Fish and Game Code and qualifies for a Class 4 Categorical Exemption under Title 14, Section 15304 of the California Code of Regulations, indicating that the work involves minor land disturbance with no significant environmental impact. Equipment usage is limited to a small track loader, with all staging conducted outside the stream’s bed, bank, and channel. The project will be inspected and accepted at the site by CDFW personnel, with no formal contract value, pricing, or federal acquisition regulations applicable. The notification was issued and signed on October 7, 2025, and submitted through the state’s CEQA Online portal. The primary point of contact for the state is Alison Kalinowski, Environmental Scientist, with Glen M. Lubcke also involved in oversight. No federal contract clauses, socioeconomic certifications, pricing data, or formal delivery schedules are included, as this is a state-level environmental compliance action rather than a federal procurement.
