Street Sweeping Services

The City of Palm Beach Gardens is seeking a new contractor to provide comprehensive street and parking lot sweeping services through an Invitation to Bid (ITB2026-180PW), with bids due by June 12, 2026. The current contract with International Sweeping, Inc. dba Facilities Pro-Sweep, which was competitively awarded five years ago, is set to expire in September 2026 and contains no renewal options. The new contract is expected to be a five-year, firm-fixed-price arrangement commencing immediately after the existing one ends to ensure uninterrupted service. The scope includes sweeping approximately 129 curb miles of major arterial roads once per month, 36 curb miles of minor arterial roads twice per month, and 15 City-owned parking lots twice per month, with the City retaining the right to adjust locations or frequencies during the term. Services must meet strict cleaning standards, including complete removal of debris such as sand, grass, leaves, and litter in a single pass, with re-sweeping required within 24 hours of notification if standards are not met. Equipment must use water spray systems to control dust, prohibit dry sweeping except when authorized, and operate at speeds of 4–5 mph unless proven equally effective. Bids will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, meaning the lowest-priced responsive and responsible bidder will be selected without trade-offs between cost and non-price factors. All offerors must be financially stable, have no delinquent debts to public agencies, demonstrate satisfactory past performance, possess valid licenses and insurance—including $1,000,000 general liability, $2,000,000 auto liability, and Florida-mandated workers’ compensation—and provide performance and payment bonds equal to 110% of the contract value from a Florida-authorized surety. The contractor must comply with federal and state regulations including the Clean Air Act, Federal Water Pollution Control Act, Copeland Anti-Kickback Act, Davis-Bacon Act, Contract Work Hours and Safety Standards Act, and the Byrd Anti-Lobbying Amendment. E-Verify usage is mandatory for all new hires, with subcontractors also subject to compliance under Florida Statute §448.095, and failure results in immediate termination.
