Strengthening Ghana Health Service laboratory services, diagnostic networks, and systems for a more effective, efficient, and sustainable response to HIV, TB, and other priority health threats

The Centers for Disease Control and Prevention (CDC) Division of Global HIV and Tuberculosis has issued Notice of Funding Opportunity CDC-RFA-JG-26-0178, a cooperative agreement aimed at strengthening laboratory services, diagnostic networks, and systems in Ghana. The primary objective is to provide operational, financial, and technical support to the Ghana Health Service and the Ministry of Health to improve the response to HIV, TB, and other priority health threats. Key activities include equipping laboratories with advanced diagnostic technologies, building staff capacity for quality laboratory management, and empowering the Government of Ghana to assume full responsibility for managing diagnostic networks. A major performance target for the first year includes engaging 100 USG-supported testing sites in continuous quality improvement and proficiency testing activities. The anticipated funding for Year 1 is approximately $500,000, with the project expected to span a five-year period of performance starting in September 2027. Eligible entities include small businesses, for-profit organizations, and foreign or non-U.S. based entities, all of which must maintain active SAM.gov and Grants.gov registrations. Applications must be submitted in English by the October 16, 2026, deadline and must include a project narrative limited to 20 pages, a budget narrative, and several required attachments such as experience statements, financial capability statements, and organizational charts. Proposals will be evaluated by a review panel based on a 100-point scoring system, and the CDC reserves the right to fund applications out of rank order to meet specific program priorities.
