Public Safety Data Analytics Platform & Support ServicesThe Court Services and Offender Supervision Agency is seeking a firm-fixed price contract for a public safety data analytics platform and associated support services under solicitation 9594CS26Q0053, a total small business set-aside with the NAICS code 513210. The contractor must deliver a cloud-based platform capable of integrating internal case management data with external law enforcement feeds in near real time, offering dynamic data modeling, universal search across multiple systems including SMART 21, MPD, PGPD, APD, and FCPD, granular role-based access control, real-time alerting, auditable deduplication, phishing-resistant MFA via SAML/OIDC, and full iOS and Android mobile functionality. The platform must be hosted in the cloud with no proprietary rights asserted over any ingested, processed, or exported data, and must support export in CSV, JSON, XML, and Apache Parquet formats. A critical pass/fail requirement mandates that the proposed solution possess a current, active FedRAMP Moderate Authorization at the time of quotation submission; proposals lacking this certification or marked as “In Process” or “FedRAMP Ready” will be automatically disqualified. The platform must also include an on-site full-time technical analyst, comprehensive API documentation using OpenAPI/Swagger, and a data dictionary. The contract period of performance is 36 months from award, with all on-site work performed at CSOSA locations in Washington, DC, during normal business hours of 7:00 a.m. to 6:00 p.m. Monday through Friday, excluding federal holidays. All written deliverables must be formatted in Times New Roman, size 12, without excessive styling or columns. Quotations must be submitted as three separate files—cover letter, technical quotation, and price quotation—via email to catherine.collins@csosa.gov by July 2, 2026, at 11:59 p.m. EDT, with the required subject line “Response to RFQ 9594CS26Q0053.” The evaluation process prioritizes technical approach above all non-price factors, followed by relevant project experience, past performance, management and support, data transition and exit planning, and finally price, though non-price factors collectively carry greater weight. Price will be evaluated over the full 36-month term. Contractors must comply with stringent security protocols, including CSOSA administrative and technical controls,
