Structural Engineering Services - Woodward Slough Bridge Replacement

The City of Richmond has issued Request for Proposals 8619P to engage a Structural Engineering Consultant for the Woodward Slough Bridge Replacement project. The scope of work involves providing detailed assessment and engineering design services, including current bridge and abutment condition assessments, geotechnical and environmental investigations, and the development of preliminary and detailed design drawings for repair, rehabilitation, or replacement. The consultant will also be responsible for obtaining necessary environmental permits and providing engineering services during construction. Optional services such as tendering, contract administration, and inspection services are also included in the solicitation. All design work must adhere to the 2009 MMCD Platinum Edition, the City’s 2016 Supplementary Specifications and Detail Drawings, and the City’s Drafting Standards. Proposals must be submitted electronically through the Richmond Bids and Tenders portal no later than 12:00 PM local time on October 13, 2026. Submissions are required to include a project team chart with resumes, a detailed financial breakdown, and a project schedule in a Gantt chart or similar format. The City will award the contract to the proponent judged most advantageous, considering a balance of quality, cost, and material risk factors such as financial resources, safety records, and litigation history. The successful consultant will enter into a modified 2024 MMCD Client-Consultant Agreement and must maintain commercial general liability insurance, naming the City as an additionally insured party, for the duration of the services and for at least two years following completion. Invoicing will occur monthly with a thirty-day payment term.
