The City of Richmond is seeking a qualified General Contractor for the City Hall Annex First Floor Tenant Improvements project at 6900 Minoru Boulevard. The project involves the interior renovation of approximately 8,000 square feet of vacant shell space into a functional office environment, requiring comprehensive architectural, structural, mechanical, electrical, fire protection, and security upgrades. The successful proponent will enter into a CCDC2 2020 Stipulated Price Contract and must provide a close-out package including as-built drawings, operation and maintenance manuals, and commissioning reports. The solicitation process follows a two-phase evaluation. Phase 1 is a pass/fail assessment of mandatory criteria, requiring the proponent, project manager, and site superintendent to have each completed at least three similar interior renovation projects valued at $2 million or more within the last five years in occupied institutional or municipal facilities. Phase 2 uses a weighted scoring system based on corporate background and team experience (20%), proposed methodology and work plan (20%), project schedule (30%), and proposal price (30%).
