Invest Atlanta and the Urban Residential Finance Authority of the City of Atlanta (URFA) are establishing a qualified pool of Georgia-licensed attorneys to conduct residential real estate closings for the Homeownership Incentives Program. This program supports buyers receiving down-payment and closing-cost assistance through various products, including BMAP, AHN, VCRI, AHRA, and PBMAP. Selected attorneys will be responsible for pre-closing coordination, such as clearing titles and preparing loan documents, executing in-person closings, and managing post-closing compliance, including the delivery of final record documents and title policies to URFA within 15 business days. To be eligible, firms must be licensed in Georgia, maintain an active business license, and provide proof of professional liability insurance and fidelity bond coverage. Mandatory requirements include compliance with E-Verify and the SAVE Act, a clean five-year record regarding public-benefit program suspensions, and a written criminal background check policy for staff. The Department of Financial Services issued a notice regarding the withdrawal of its solicitation for Structured Settlement Services due to receiving fewer than two responsive proposals, which is a requirement under Florida law. As a result, the department will not proceed with the original Request for Proposals (RFP) #2425-01 and instead intends to negotiate directly with the sole responsive proposer. This process is authorized under section 287.057(6) of the Florida Statutes, allowing for an exceptional purchase without re-solicitation, and this notice serves as the final posting related to the RFP. The department emphasizes that this is not a competitive award but a lawful exception due to limited response, and it highlights the importance of timely protests or security filings to preserve legal rights. The contract for the services, titled "Structured Settlement Services," was posted on March 31, 2025, with a response deadline of April 3, 2025. The procurement is categorized as a solicitation with an estimated contract value ranging from $500,000 to $2,000,000.
