The Naval Surface Warfare Center Indian Head Division is soliciting a firm-fixed-price purchase order under RFQ N0017426Q1064 for rotor and coil components essential for maintaining HVAC and IDS systems at its facilities in Indian Head, Maryland. This amendment extends the original request for quotation and maintains a brand-name mandatory requirement, meaning only the exact specified parts, including rotor (P/N 144995), rotor shaft (P/N 145078), rotor cleats (P/N 137057), and other listed components, are acceptable. The solicitation is being competed under Simplified Acquisition Procedures with a NAICS code of 333415 and a small business size standard of 1,000 employees. The government will evaluate all timely responses on a Lowest Price Technically Acceptable basis without discussions, prioritizing technical compliance over cost, provided all items meet exact specifications and include all shipping and handling costs. Quantities are listed across multiple CLINs with a firm delivery deadline of July 31, 2026, and FOB Contractor Destination, placing all transportation risk and cost on the vendor until receipt at the designated government address. All items must comply with MIL-STD-130 for Unique Item Identification using two-dimensional Data Matrix symbology and be marked permanently and legibly. Packaging and shipment must adhere to MIL-STD-129, and all deliveries will be inspected and accepted at the destination. The contractor must also comply with stringent cybersecurity requirements under NIST SP 800-171 Rev. 2 and DFARS 252.204-7012, including submission of a System Security Plan and Plan of Action and Milestones within 30 days of award, and is prohibited from using certain foreign telecommunications or software products. Quote submissions are due August 5, 2026, at 10:00 AM EST via email to designated Navy personnel and must include the company’s official name, point of contact, Unique Entity Identifier, and CAGE Code. The contract will be awarded to the lowest-priced technically acceptable offer that meets all mandatory requirements, with payment processed electronically through Wide Area WorkFlow.
