RSO Provision of satellite imagery and related services
Solicitation # RSO - RFP-2026-10-5608
The Government of Yukon is seeking a single qualified supplier to establish a three-year Standing Offer Agreement for the provision of satellite imagery and related services. The scope of work includes the delivery of mono and stereo satellite imagery, elevation products, imagery post-processing, licensing, subscriptions, monitoring, and hosted imagery services, as well as technical advice. These services are intended for use by all permitted Government of Yukon departments and corporations across multiple Yukon First Nation Traditional Territories. Specific technical requirements, such as resolution, pixel size, and delivery methods, will be defined on an as-required basis through individual Call-Ups. The procurement follows a two-envelope process, separating technical submissions from price and Yukon First Nation participation plans. Award selection is based on a scoring system totaling 11,500 points, with a minimum technical threshold of 6,000 points required for a response to be considered acceptable. Pricing is evaluated based on maximum rates per square kilometer for imagery and post-processing, with additional points allocated for Yukon First Nation business participation. The contract is administered by Geomatics Yukon, and deliverables must be provided via secure methods suitable for large data volumes.

C--Broad Agency Announcement (BAA) 3DNTM
Solicitation # DOIDSAM27G002
The U.S. Geological Survey (USGS) has issued Broad Agency Announcement DOIDSAM27G002 to establish partnerships for the acquisition of high-resolution 3D elevation and hydrography mapping data. This initiative, known as the 3D National Topography Model (3DNTM) Data Collaboration Announcement, is divided into two primary opportunities: the 3D Elevation Program (3DEP) for lidar data and the 3D Hydrography Program (3DHP). These partnerships leverage the USGS Geospatial Products and Services Contract (GPSC) to provide critical data supporting infrastructure planning, energy development, mineral discovery, and disaster response. Eligible applicants include federal agencies, state and local governments, tribes, academic institutions, and the private sector, though GPSC contractors and subcontractors are explicitly excluded. Project submissions are due by December 4, 2026, and will be evaluated individually based on project location, areal extent, cost share, proposal maturity, and past performance. Preference is given to projects exceeding 1,500 square miles and those located in priority areas where existing data is five or more years old in the contiguous US, or eight or more years old in Alaska, Hawaii, and U.S. territories. The standard period of performance for these projects is 18 to 24 months. All resulting data must conform to USGS product specifications and will be made available via The National Map Data Download and Visualization Services. Applicants must submit a project summary form, validation of funding partners, and a GIS file defining the project area.

Forest Carbon Remote Sensing RFI
Solicitation # BD-27-1042-ENV-ENV01-134465
The Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs, in collaboration with the Office of Climate Innovation and Resilience, has issued Request for Information BD-27-1042-ENV-ENV01-134465. This RFI seeks to identify industry best practices, technological developments, and marketplace capabilities for measuring forest carbon baselines and monitoring changes over time to support climate and biodiversity commitments. The Commonwealth is specifically interested in remote sensing technologies such as LiDAR, hyperspectral imagery, and autonomous platforms, as well as the application of artificial intelligence and in situ field data collection to estimate aboveground biomass, belowground biomass, and soil organic carbon. The primary objective of this inquiry is to gather data on the accuracy, precision, uncertainty, and cost-utility of various methodologies for detecting forest conversion, degradation, and reforestation. This market research will inform a future competitive procurement process. Responses are due by November 9, 2026, and should include organizational experience and estimated cost ranges for forest carbon measurement systems. This solicitation is eligible for the Small Business Purchasing Program, and while it provides administrative billing and contact details for the Executive Office of Energy and Environmental Affairs in Boston, it does not obligate the Commonwealth to issue a subsequent contract.

1.0 Description The U.S. Department of Transportation (U.S. DOT), Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, issues this Sources Sought to assist the Government in its acquisition strategy. This synopsis does not constitute a Request for Proposal. The Volpe Center is seeking potential offerors that are capable of supporting geotechnical site exploration efforts at a remote site in Alaska using conventional SPT/ Rock coring techniques as well as sub-bottom profiling technology. 2.0 Background The Volpe National Transportation Systems Center in Cambridge Massachusetts is supporting the FAA in the design and construction of a new pier at Biorka Island in Sitka Alaska. The Federal Aviation Administration (FAA) owns and maintains a dock that provides boat access to Biorka Island. Biorka Island is located approximately 15 miles across the inlet from Sitka, AK. The FAA navigational aids located on Biorka Island are critical in supporting the main north-south air route to Alaska (and international flights) from the OEP airport at Seattle. In addition to supporting major air routes to Alaska from Seattle the Next Generation Weather Radar (NEXRAD) system for south east Alaska is located on Biorka which provides weather data to the flight service station (FSS) located in Juneau Alaska. Regular and repetitive heavy surging seas along with constant use have destroyed the face of the existing floating marine dock. Cleats have been broken by heavy surges and the present dock is difficult to tie a vessel to. Boats have also broken their mooring, causing damage to the boat. 3.0 Scope The Volpe Center plans to support the FAA with the replacement of the existing dock with a new one that better meets the operational and safety requirements of the FAA on Biorka Island. The replacement requires both a sub-bottom profiling survey and a conventional geotechnical survey. See attachment for details.
