Constructs a standalone building to supplement the current Code 452 Launcher Laboratory facilities at Naval Undersea Warfare Center Division Newport (NUWC). Such a facility will provide the land-based facilities to support the land-based RDT&E as well as life cycle support of weapon systems for the Platform and Payload Integration Laboratory at NUWC Division Newport. The new building will house multiple, separate land-based test facilities and their supporting sub-systems designed to address emerging mission/platform specific submarine warfare technical areas that cannot be supported by existing facilities/equipment within the Platform and Payload Integration Laboratory dedicated to RDT&E and lifecycle support. Platforms and systems supported by this project will include Subsea and Seabed Warfare Capability for certain ocean interface aspects of the VIRGINIA/COLUMBIA/SSN(X) platforms, Tactical Missile Integration/Lifecycle Support and Internal Auxiliary Launcher advanced development and integration facilities for the VIRGINIA/COLUMBIA/SSN(X) platforms. These new land-based facilities will provide the necessary RDT&E/Lifecyle facilities to allow for the engineering, development and integration of additional submarine warfare capability into new and existing submarine platforms without the need and expense of diverting active-duty submarine platforms for lengthy at-sea developmental testing of new systems.
