This amendment, posted on June 17, 2009, modifies solicitation FA7014-09-RFP101 for subscriptions to EEONet, MEONet, UCA, and Data Management Services. The Department of Defense, specifically the Afdw Pk agency, has updated the evaluation criteria for this total small business set-aside under NAICS code 541511. The primary change replaces the previous best-value approach with a Lowest Price Technically Acceptable (LPTA) selection process. Under this new framework, the contract will be awarded to the responsible offeror providing the lowest evaluated price among those who meet or exceed the minimum acceptability standards for non-cost factors. Technical evaluations will focus on the offeror's ability to satisfy the Performance Work Statement, requiring detailed documentation and direct URLs to demonstrate current capabilities regarding MEONet, EEONet, and Unit Climate Assessments. For award purposes, the government will evaluate the total price by combining the basic requirement with all options, though it reserves the right to deem offers unacceptable if option pricing is significantly unbalanced. A binding contract is established upon the issuance of a written notice of award or acceptance within the specified timeframe.

Effective with this amendment, posted on 17 June 2009, the entire full text clause (i.e. 52.212-2, Evaluation Commercial Items Jan 1999) currently included in the solicitation is hereby revised by deleting paragraph 2, "Price: The Government may or may not award to the lowest-price proposal. For this requirement, all evaluation factors other than price, when combined, are significantly more important than price. The Government intends to award a contract to the responsible offeror whose proposal offers the best combination of technical capabilities and proposed price (i.e. the best value)". The following revised full text clause replaces the previous clause: FAR 52.212-2, Evaluation Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical - the capability of the services being offered to satisfy the requirements of the Performance Work Statement (PWS). The offeror shall provide with his/her offer sufficient documentation, specifically addressing subparagraphs 1.1 thru 1.5.4 of the PWS, para 1.0 (Description of Services). The accompanying documentation must be adequate to enable the Government to reasonably evaluate offeror's ability to successfully perform the requirements of the PWS. The Government shall evaluate offeror's total proposal for evidence of offeror's demonstrated understanding of both the specific tasks and substantive issues included in the PWS, including how offeror has demonstrated his/her ability to provide MEONet, EEONet, and Unit Climate Assessment with offeror's current capabilities with direct URLs to connect. 2. Lowest price technically acceptable (LPTA): An award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. SAF/SA Campaign Analysis Support
Solicitation # FA7014-27-R-SACAS
The Department of the Air Force, specifically SAF/SA, is conducting a sources-sought effort under solicitation FA7014-27-R-SACAS to identify industry capabilities for Campaign Analysis Support involving the Synthetic Theater Operations Research Model (STORM). The primary objective is to secure technical, analytical, and subject matter expertise to run, calibrate, modify, and integrate STORM and its associated data to inform senior Air Force leadership. The scope of work is divided into five service categories: Campaign Analysis Support, STORM Software Engineering Support, Analysis Toolkit Software Engineering Support, User Community Support, and General Support. Key activities include developing concepts of operations and mission scenarios that integrate joint warfare domains across air, space, maritime, ground, and cyberspace. The primary place of performance is the Pentagon in Washington D.C., with requirements for off-site personnel to be located within one hour of the facility. Due to the nature of the work, strict security protocols are in place, requiring personnel to hold Secret, Top Secret/SCI, and NATO Secret clearances, and to adhere to DD Form 254 and the Privacy Act. The contractor must also ensure compliance with the Risk Management Framework (RMF) and DoD cybersecurity policies, utilizing systems such as eMASS for reporting. Performance will be monitored by the Contracting Officer Representative based on specific metrics, including a 95 percent or higher on-time delivery rate for deliverables and a 95 percent resolution rate for help desk requests. Interested parties are encouraged to provide capability statements and recommendations regarding the NAICS code 541330 by the response deadline of November 16, 2026.

The government intends to follow FAR 15 Source Selection procedures, evaluating offerors based on technical solutions, price, and affordability. The anticipated Request for Proposal (RFP) will require a written proposal along with both live area-specific and in-person product demonstrations. Interested parties should monitor solicitation number FA701426R0008 for further updates.
