Substance Use Disorder Community-Based Outreach Services for Washington County residents discharging from the Emergency Department.

Washington County Health and Human Services, Behavioral Health Division, Addictions Program, is seeking a qualified provider to deliver Substance Use Disorder (SUD) Community-Based Outreach Services for residents discharging from Emergency Departments. The period of performance is scheduled from July 1, 2027, to June 30, 2032, with annual terms and a five-year renewal option. Using a client-centered, trauma-informed, and strength-based approach, the contractor will provide evidence-based outreach at locations convenient to the individuals, such as homes, shelters, or cars, to assist with treatment recovery, health services, insurance, housing, and food. Key deliverables include serving a minimum of 100 individuals per fiscal year, submitting quarterly reports, and implementing quality assurance and improvement processes in compliance with 42 CFR Part 2 and OAR certifications. To qualify, providers must have at least two years of experience working with Washington County residents who use substances and two years of experience providing evidence-based community outreach for those discharging from Emergency Departments. Mandatory insurance requirements include General Liability, Worker's Compensation, Automobile Liability, Professional Liability, Cyber-Security Insurance, and Sexual Abuse and Molestation Liability. This solicitation is a Letter of Interest (LOI) with a response deadline of October 9, 2026, which may lead to a subsequent Request for Proposal (RFP) process. Contract funding is provided by the Washington County Addictions Program, with final award amounts based on negotiated budgets, capacity, and utilization.
