AI Contract Overview
The contract pertains to the procurement of four units of Suction Easy Catheter Adapters, identified by NSN 6515-01-516-3120, under solicitation SPE2DS-26-T-079A, with a requirement for delivery within 20 days after order placement to Fort Bragg, North Carolina, at FOB destination terms. The items must be packaged commercially in sealed unit containers that protect against damage and breakage, and then consolidated into commercial shipping containers suitable for safe transport at the lowest carrier rate. All packaging and labeling must strictly comply with Medical Marking Standard No. 1 (MMS No. 1), which supersedes MIL-STD-129 for medical acquisitions, and must adhere to ASTM D3951 for commercial packaging unless overridden by the DLA Master List of Technical and Quality Requirements. The equipment is subject to specific government compliance obligations involving hazardous material identification and safety data, with offerors required to submit hazard warning labels and safety data sheets prior to award for non-exempt materials. Cybersecurity and information safeguarding are mandated through DFARS clauses including 252.204-7012 and 252.240-7997, requiring implementation of NIST SP 800-171 controls and reporting of cyber incidents. Contractors must also comply with federal labor and supply chain regulations such as combating human trafficking, employment eligibility verification, sustainable products, and prohibition of covered defense telecommunications equipment. The solicitation requires offerors to provide a Unique Entity Identifier and CAGE code, affirm their small business status if applicable, and disclose joint venture participants if claiming small business status. Invoicing must be processed through Wide Area WorkFlow, and all items will be inspected and accepted at the delivery location by the government. Offerors must submit proposals electronically via the DLA Internet Bid Board System by May 26, 2026, and are subject to standard FAR and DFARS clauses covering contract modifications, subcontracting, payment terms, and whistleblower protections, with deviations applied to several clauses as noted.
