Suisun Bay Reserve Fleet (SBRF) FB-681 Drydocking & Repair

The U.S. Department of Transportation’s Maritime Administration is soliciting bids for the routine drydocking and repair of the FB-681, a former U.S. Navy barge, at the Suisun Bay Reserve Fleet in Benicia, California. The work includes hull cleaning, coating inspection, surface preparation, painting, structural repairs, fendering and hardware installation, gas-freeing, and debris removal, with all tasks required to be completed within the San Francisco Bay area due to the vessel’s lack of deep-sea worthiness. The contract is a Firm Fixed Price Purchase Order governed by the Lowest Price Technically Acceptable (LPTA) evaluation method, with award going to the lowest-priced offeror whose technical approach meets all minimum requirements in the Statement of Work. Technical acceptability is a pass/fail criterion, evaluated based on the offeror’s technical approach, project schedule, subcontractor listings (for amounts over $10,000), organization chart with resumes of key personnel, and demonstrated experience performing similar drydocking work on vessels of similar size or larger within the past five years. Price is considered only after technical acceptability is confirmed. The contract has an estimated value between $30,000 and $60,000, with a base line item for supplemental materials capped at $30,000 and supplemental labor allowed up to 300 hours at a negotiated composite rate that includes management, overhead, G&A, and profit. The period of performance begins 30 days after vessel arrival at the shipyard. Contractors must submit an Environmental Management Plan within one week of award detailing hazardous material handling, waste disposal, and compliance with EPA, OSHA, USCG, and DOT regulations. All removed property, including scrap and equipment, becomes Government property and must be stored for 60 days post-completion at no cost to the Government.
