Supervisory Control and Data Acquisition (SCADA) System Upgrades & Maintenance

The contract seeks comprehensive upgrades and maintenance of the Supervisory Control and Data Acquisition (SCADA) systems at the Kenton County Airport Board in Kentucky, specifically targeting the integration and modernization of two legacy systems: the Honeywell Enterprise Building Integrator used for glycol conveyance and the VTSCADA system for stormwater conveyance. The current Honeywell platform is outdated and unsuitable for industrial operations, while the VTSCADA system has reached its tag licensing capacity. The project requires consolidating both systems into a single, modern SCADA platform capable of managing the existing infrastructure as well as newly added assets from the DHL ramp expansion, including additional pump stations and a deicing pad. The scope includes full design, hardware and software installation, integration of PLCs and control systems, compliance with CVG IT standards and industry communication protocols such as Modbus, OPC, and Ethernet/IP, and ensuring compatibility with Azure AD SSO and major web browsers. The solution must enable real-time monitoring and control of valves, pump stations, tank levels, and the stormwater treatment plant responsible for capturing and treating spent aircraft deicing fluid. The contract mandates a five-year initial term with the option to renew for five additional one-year periods, and requires proposers to demonstrate proven expertise across six pass/fail gates: PLC and controls knowledge, SCADA software experience, cybersecurity and networking proficiency, working knowledge of industrial systems, licensing and vendor authorization, and documentation and commissioning skills. Proposals will be evaluated on a best-value basis, with 40% weight given to the implementation approach and timeline, 30% to technical specifications and system functionality, 20% to firm qualifications and experience, and 10% to cost, which must include lump sum pricing for design, hardware, software, and installation, along with annual licensing and ongoing support costs. All work must adhere to Davis-Bacon wage requirements, Buy American and Made in America statutes, and strict non-discrimination policies under Title VI, the ADA, and Section 504. Contractors must maintain comprehensive records, submit monthly invoices with detailed work descriptions and materials used, provide daily system performance logs, and back up system memory to prevent data loss. Insurance requirements include $1 million professional liability coverage maintained for five years post-completion, workers’ compensation as required by Kentucky law, and employer’s liability coverage of at least $1 million. All personnel are subject to background checks, and the contractor must indemnify KCAB and the FAA against liabilities and provide unrestricted audit access to all records
