The Naval Information Warfare Center (NIWC) Atlantic plans to award a sole-source contract to Enterprise Electronic Corporation (EEC) for the procurement, sustainment, and upgrade of Supplemental Weather Radar Systems (SWR-250, AN/FPS-131A). This contract follows a previous sole-source award to EEC and is justified under regulations allowing for procurement from only one responsible source due to EEC's status as the Original Equipment Manufacturer (OEM) holding proprietary rights to the equipment. The contract will cover the supply of radar systems, related sub-assemblies, radar towers, RF filters, uninterruptible power supplies, essential software products and licenses, hardware upgrades, technical manuals, and training courses. In addition to hardware and software, the contract includes support services such as repair and replacement of defective modules, help desk support, on-site technical assistance, installation surveys, software/hardware upgrades, IA patch testing, and retrofitting existing systems with Enterprise Change Requests. The contract is anticipated to be an Indefinite-Delivery, Indefinite-Quantity, Firm-Fixed-Price agreement with a 60-month ordering period and an additional 24-month option, valued at approximately $8.75 million. Interested parties must submit written capability statements within ten days as this notice is not a solicitation for competitive proposals, and the decision to compete the contract rests solely with the government.
