Supply and Delivery of Landscaping Materials (Growing Medium, Mulches, Playground Surfacing)

The Township of Langley has issued Request for Standing Offer RFSO 26-111 for the supply and delivery of landscaping materials, including growing medium, various mulches, and engineered wood fiber playground surfacing. This is an as-and-when-required agreement with no guaranteed minimum order volumes. Materials are to be delivered to the Operations Centre Yard or other designated park and streetscape areas within the Township. The scope includes optional placement services via blower truck. All materials must adhere to BCLNA and Canadian Landscape Standards, while playground surfacing must be IPEMA certified, CSA Z614 compliant, and meet ASTM F2075 standards. Proponents must submit their applications electronically by September 21, 2026, at 2:00 p.m. local time. Pricing is based on three primary schedules: Township pick-up, delivered loads based on 16-yard tandem dump trucks, and blower truck installation. Evaluation is based on the firm's experience, financial strength, and the qualifications of key personnel. Awarded contractors must maintain commercial general liability insurance of at least 5 million dollars and comply with the Workers Compensation Act as the Prime Contractor. Payment is processed via electronic funds transfer within 30 days of invoice receipt, though the Township may hold back 10 percent of payments until a final report is provided.
