Supply and Delivery of Mobile Phones and Accessories

The U.S. Embassy Manila, under the Department of State, is seeking the supply and delivery of 41 Apple iPhone 17 or equivalent smartphones with 256GB storage in black, along with 41 MagSafe-compatible clear phone cases, 41 tempered glass screen protectors, and 41 40W power adapters, all to be delivered door-to-door to the Seafront Compound in Pasay City, Manila, Philippines via air freight. The contract requires all devices to be enrolled in Apple Business Manager prior to delivery, and offshore vendors must use the DDP Incoterm. Offers must be submitted in English, electronically via email to PontingMU@state.gov, no later than July 6, 2026, and must include completed SF-18 forms, technical specifications in Excel format, product brochures and photos, an authorized Apple distributor certificate, proof of SAM registration, and completed applicable FAR and DOSAR clauses. All payments will be made in U.S. dollars, and the procurement is governed by commercial item procedures under FAR 52.212-4, with mandatory compliance to numerous FAR clauses covering equal opportunity, labor standards, anti-trafficking, cybersecurity restrictions, small business subcontractor payments, and nonconforming item reporting. The contract explicitly excludes small business set-asides but remains subject to the Buy American Act and requires adherence to security standards including SF-312 nondisclosure requirements and restrictions on covered telecommunications equipment. Offerors must hold an active UEI and CAGE code and certify compliance with all representations in SAM, including business size, socioeconomic status, and greenhouse gas disclosures if applicable. The Contracting Officer’s Representative role is unspecified, and the contractor must communicate directly with the Contracting Officer if no COR is appointed.
