Supply and Delivery of One (1) Compact Tractor for Outdoor Ice Resurfacing Operations

The Town of Newmarket is soliciting proposals under RFP-2026-164 for the supply and delivery of one new, current production model compact tractor to support outdoor ice resurfacing operations at the Lions Park outdoor rink. The tractor must be fully compatible with the Town's existing Zamboni Model 200 ice resurfacing attachment and capable of operating safely in Ontario winter conditions. Mandatory technical specifications include a minimum 40hp engine with 4WD, a Category 1 three-point rear hitch with a lift capacity of at least 2,185 lbs, a hydraulic system providing a minimum 8 GPM implement flow, and industrial R4 traction tires. For safety and storage, the unit must feature a rollover protective structure with a seat belt and fit within a storage area measuring 91 inches in height, 252 inches in length, and 104 inches in width. Proposals must be submitted electronically in PDF format via the Town's bidding system by October 20, 2026. The evaluation process consists of five stages, including mandatory submission and technical reviews, pricing, and an optional past performance review, with the contract intended for the lowest compliant respondent. The Town reserves the right to award the contract to a Canadian supplier if their bid is within 25 percent of the lowest non-Canadian bid. The successful contractor will provide a turnkey solution, delivering the tractor fully assembled, inspected, and serviced on an FOB Destination basis. Payment is issued via direct deposit on Net 30 terms. Required documentation for submission includes a WSIB clearance certificate, a Canadian supplier attestation, and a completed insurance certificate.
