Supply and Delivery of one (1) Handheld Photosynthesis Meter for Soil and Vegetation Investigations

The Government of Ontario, through the Ministry of Environment, Conservation and Parks, is soliciting bids for the supply and delivery of one handheld photosynthesis meter under solicitation number tender_22273. This instrument will be utilized for soil and vegetation investigations to measure plant gas exchange, specifically quantifying carbon dioxide uptake and water vapour loss. These measurements of photosynthetic rate, stomatal conductance, and transpiration rate are critical for assessing plant health and physiological stress resulting from environmental contaminants and other stressors. The scope of work includes the procurement of the instrument, its physical delivery, and required performance testing. The contract will be awarded to the highest scoring compliant bid based on a three-stage evaluation process. Stage one verifies mandatory requirements, stage two evaluates the technical response for a maximum of 90 points with a minimum threshold of 63 points required to proceed, and stage three evaluates the commercial response for up to 40 points based on the lowest bid price. Eligible bidders must be Canadian businesses and provide a Tax Compliance Verification number. Additional requirements include adherence to Ontario Occupational Health and Safety Act regulations, proof of WSIB coverage, and the ability to obtain insurance as specified in the agreement.
