USCG Response Boat Small Third Generation (RB-S III)
Solicitation # 70Z02326R93250001
The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside acquisition is a commercial Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract utilizing a combination of Firm-Fixed-Price and Fixed Price with Economic Price Adjustment CLINs. The scope includes the design, production, testing, and delivery of up to 410 boats and associated purpose-built trailers, along with logistics support, technical documentation, and crew familiarization. The anticipated ordering period is ten years, consisting of a two-year base period and an eight-year option period. The procurement employs a two-phase competitive down-select process. In Phase I, the government will evaluate written proposals based on mission effectiveness, production and management, and price to select up to four IDIQ contractors. Each selected offeror will receive an initial delivery order to build one demonstrator boat and trailer. In Phase II, these contractors will participate in a 90-day in-water demonstration to evaluate performance. Following this independent evaluation, one contractor will be selected to receive all subsequent production delivery orders. Phase I proposals are due by 1400 Eastern Time on November 13, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.

Solicitation # N0010426QFF51
Solicitation N00104-26-Q-FF51, issued by NAVSUP Weapon Systems Support Mechanicsburg, is for the procurement of a Thru-Hull Connector (NSN 2040-01-408-2691). This item is designated as Level I Special Emphasis material because it is used in crucial shipboard systems where failure could result in catastrophic loss of life or vessel. Due to this criticality, the contract mandates rigorous quality controls, including First Article Testing, quantitative chemical and mechanical analysis of materials, and non-destructive testing such as dye penetrant and ultrasonic inspections. The material must conform to specification CPG 1025 and utilize QQ-N-286 annealed and age-hardened material. The government intends to make a single award based on the most advantageous offer, with past performance weighted more heavily than price. Key administrative requirements include the use of Wide Area Workflow (WAWF) for invoicing and certification data submission, and adherence to FOB Destination terms. Delivery of material is required within 365 days of the contract effective date, with certification data due 20 days prior to delivery. The contract solicits a firm-fixed-price award for the supply and installation of new motors on four boats owned by the Detroit Ranger District, part of the Rogue River-Siskiyou National Forest under the Department of Agriculture. These boats are utilized by multiple forest service functions including recreation, wildland fire support, wildlife research, and hydrology to maintain public safety and forest health, especially during warmer months. The scope includes providing Yamaha or equivalent new motors and propellers, removal and disposal of existing motors, minor hull repairs to prevent leaks, thorough inspection and repair of electrical and electronic systems, and ensuring all vessels return to 100% operational status. All work must be conducted by qualified marine technicians at the Detroit Ranger Station in Detroit, Oregon with inspections and acceptance occurring on-site. The contract is set as a total small business set-aside under NAICS 336612, with a delivery schedule requiring completion within 60 days of award. The solicitation incorporates numerous FAR and AGAR clauses addressing small business utilization, labor standards, ethics, DEI compliance, buy American requirements, anti-trafficking, whistleblower protections, and security prohibitions, among others, ensuring compliance with federal acquisition regulations and policies. The award will be based on best value rather than lowest price alone, though price is the sole evaluation factor explicitly noted. Payment will be facilitated electronically, and while contract extension options exist, no specific pricing or total contract value is disclosed. The solicitation mandates disposal of removed motors, uses original or equivalent new parts, and includes wage determinations to ensure appropriate labor compensation. Submission deadline for quotations is March 10, 2026, with proposals and inquiries submitted via email to the designated contracting officer contact.
