Supply Chain Management Consulting

Public Utility District No. 1 of Snohomish County is seeking qualified consultants through RFQ 26-1644-SR to establish a roster of experts for supply chain management consulting. The primary objective is to analyze the District's supply chain across multiple domains, including demand and supply planning, sourcing, contracting, logistics, inventory management, and risk and compliance. Selected consultants will assess current maturity levels, identify gaps against industry best practices and regulatory standards such as NERC CIP, FERC, and NIST, and provide prioritized remediation roadmaps. The scope specifically emphasizes experience with SAP MRP operations and a preference for consultants with a history of working with comparable electric, water, or generation utilities. The selection process is based on best evaluated qualifications, utilizing a three-stage evaluation that includes pass/fail gates for completeness and responsiveness. Key evaluation factors include the ability to meet requirements, professional expertise, and the quality of the response. The contract structure allows for varying engagement terms and on-call services, with work performed within the District's service area in Snohomish County and Camano Island, Washington. Consultants must meet stringent insurance requirements, including professional liability and workers' compensation, and adhere to strict confidentiality and non-disclosure agreements regarding critical energy infrastructure information.
