American Embassy, New Delhi (India) invites you to participate and submit your best competitive offer for “Supply, Installation, Testing and Commissioning of AV Equipment” at American Center Building, 24-KG Marg, Connaught Place, New Delhi (India). The complete requirement listed in the attached statement of work as Annexure-A. If you are interested to participate in the bidding process, please carefully read and follow the instructions provided in the solicitation. Ensure that your offer strictly aligns with the specifications listed therein. Non-compliant items will lead to disqualification.
Site Visit: The American Embassy arranging site inspection for the interested bidders to gain a complete understanding of the available project space, taking measurement, review listed requirements and raise your query if any at the site. Our technical expert will be available at the site to clarify more on the listed requirement in the statement of work.

Quotation Submission:
- Deadline: On or before 22nd September 2026 (India Time). All quotations must be received by this deadline. No quote will be accepted after this time.
- Submission Method: Your quotation must be submitted electronically at newdelhibids@state.gov. Quotation submitted to any other e-mail address will not be considered for evaluation. Please refer to the solicitation for complete details.

- Important: Do not send quotations via courier or to any other email address. Quotations incomplete or received at any other address or received after the given deadline will be handled per FAR provision 52.212-1(f).

Questions/Clarifications: All requests for clarification must be submitted in writing via email to mehtan@state.gov by 1400 hrs (India Time) 15th September 2026. Responses will be provided to all contractors who express interest in doing business with the U.S. Government. Questions received after the deadline will not be answered.
Basis for Award: The U.S. Government intends to award a contract/purchase order to the responsible offeror submitting an acceptable quotation at the lowest price. The Government intends to award based on initial quotations without discussion; however, the Government reserves the right to hold discussions with offerors in the competitive range, if necessary.
Required Submission Elements: To be considered for award, offerors must submit the following:

- Section K – Representations, Certifications, and Other Statements of Offerors or Quote
- Additional information required in Section L
- Proof of SAM Registration
Offerors must be registered in the SAM (System for Award Management) at https://www.sam.gov prior to submitting and offer. If registration cannot be completed before award, the contractor must be registered within 30 days after award or at least three days prior to submission of the invoice, whichever occurs first.
Offerors are strongly encouraged to register immediately if they intend to respond to this requirement.
