Supply of Roll-Off Containers for Material Collection, Hauling, and Processing

The City of London is seeking a contractor for a one-year pilot project to provide 20-yard roll-off containers for the collection, hauling, and processing of non-eligible source recyclable materials, including paper, glass, metal, and plastic. Services will be performed at three EnviroDepot locations: 1450 Oxford St W, 28 Clarke Rd, and 3502 Manning Dr. The contractor must supply at least one container per location, or two if using a two-stream facility, and must be capable of removing containers within 48 hours of notification. The initial term begins January 1, 2027, and ends December 31, 2027, with the City holding the option to extend the agreement for up to four additional one-year terms. Bids are due by October 22, 2026, and will be evaluated on a pass/fail basis regarding mandatory requirements, followed by the selection of the lowest eligible bid. Mandatory requirements include the submission of a Bidder Declaration, references, a pricing schedule, a valid WSIB Clearance Certificate, and proof of commercial general liability insurance of at least 5 million dollars. The contractor is required to provide scale tickets for each container to verify the total tonnage processed. Payment will be made via EFT within 30 days of monthly or quarterly invoicing, provided a final WSIB Clearance Certificate is submitted.
