This contract, identified as SPE4A5-26-T-333Y, is a solicitation issued by the Department of Defense’s ASC SUPPLIER OPER OEM DIVISION for the procurement of nine units of a structural support component identified by NSN 1560016842543. Deliveries are required to be FOB DESTINATION at DLA Distribution San Diego, with a 170-day delivery timeline from the date of order, leading to a need ship date of January 31, 2027, and an original required delivery date of September 28, 2027. The contract mandates strict adherence to the DLA Master List of Technical and Quality Requirements, which override all other standards such as ASTM D3951. Packaging must comply with MIL-STD-129 for marking and labeling, and palletization must follow RP001 DLA Packaging Requirements. Hazardous materials must be packaged per TQ Requirement IP025, while non-hazardous items must be commercially packaged, with all containers labeled and barcoded in accordance with federal and military standards. Item Unique Identification is not required, as specified by the service customer under DFARS 252.211-7003. Inspection and acceptance occur at the destination, with sampling conducted under MIL-STD-1916 or a comparable zero-based plan, requiring zero non-conformances unless otherwise specified. The contractor must maintain an inspection system compliant with SAE AS9003 or ISO 9001. Cybersecurity requirements include CMMC Level 2 Self-Assessment and full compliance with NIST SP 800-171 under DFARS 252.204-7012, with mandatory reporting of cyber incidents. The contract includes numerous FAR and DFARS clauses covering trafficking in persons, employment eligibility verification, sustainable products, hazardous material identification, export controls, and electronic invoicing via WAWF. Payment is restricted to WAWF submissions, and no pricing has been finalized in the solicitation, indicating a potential Lowest Price Technically Acceptable award process. All offerors must provide UEI and CAGE codes, represent size status and socioeconomic categories, and certify compliance with prohibitions on hexavalent chromium, covered defense telecommunications equipment, and communist Chinese military company sources. Compliance with all referenced standards and clauses is mandatory, and deviations are governed by specific DoD administrative deviations
