Surgical Sterilizer

The Defense Health Agency Contracting Activity is soliciting bids for a Surgical Sterilizer on behalf of the Army Program Executive Office Soldier’s Medical Devices Project Management Office, under solicitation number HT942726QE005, with proposals due by June 1, 2026. This is a Firm Fixed Price contract under FAR Part 12 for commercial items, requiring the delivery of four surgical sterilizer test articles and one onsite training session, with an optional order for three additional units. All deliverables must meet stringent technical specifications outlined in the Critical Operational Device Specifications, Critical Logistical Specifications, and Additional Performance Parameters, with compliance verified through the Medical Device and Equipment Risk Assessment. Delivery is FOB destination to Fort Detrick, Maryland, within 150 calendar days of award, with inspection and acceptance occurring at the destination. Contractors must comply with a comprehensive set of federal and defense regulations, including cybersecurity requirements under DFARS 252.204-7012 for safeguarding covered defense information, prohibitions on sourcing telecommunications equipment from certain foreign vendors under 252.204-7018, and the Buy American and Trade Agreements Acts. The offeror must hold an active SAM registration with a Unique Entity Identifier, be registered in WAWF for invoicing and receiving reports, and submit IUID data to the IUID Registry. Past performance, technical capability, and risk management are evaluated as non-price factors of primary importance, with price assessed for reasonableness and completeness but not scored. The evaluation is a best value tradeoff, not a lowest price technically acceptable process, and award may be made to a higher-priced offeror if the technical advantages justify the cost. Additional requirements include providing user and maintenance manuals in both physical and digital formats, certifying compliance with prohibitions on inverted corporations and business with the Maduro regime, and ensuring all employees are informed of whistleblower rights. No socioeconomic set-asides are available, and all contractors must submit quotes in Word, Excel, or PDF formats via email to designated points of contact by the deadline.
