DLA Disposition Services is initiating two multi-year term sales contracts for surplus electronic recycling property located across the Continental United States, including Alaska, Hawaii, Guam, and Puerto Rico. These sales are divided geographically into two areas: one covering locations east of the Mississippi River and the other covering locations west of it. The sales process includes two steps: first, prospective bidders must demonstrate that they operate Responsible Recycling (R2) and/or e-Steward certified facilities and submit a detailed plan for managing the demilitarization and demanufacturing of materials. Those who meet the technical qualifications will then proceed to a sealed bid or live auction phase. The property being sold includes various electronics categorized under demilitarization codes A, B, C, D, or Q, with some items requiring complete destruction before recycling. Bidders will submit one bid price covering both general electronics and those that require demilitarization. Additionally, DLA Disposition Services is developing a separate contract for scrap inventory sales encompassing the same geographic regions. The draft Invitation For Bid (IFB) and Request for Technical Proposal (RFTP) for these sales will soon be available on the DLA Disposition Services website. Key contract contacts include Timothy Cronk, the Sales Contracting Officer for the electronic recycling contract, who can be reached at Timothy.Cronk@dla.mil, and Jennifer Ganka, a Sales & Marketing Specialist. Detailed information and updates about the sales are accessible online through the Disposition Services sales portal.

IFB 33-6050, HM Sales, Used Pad Mount Transformers, Selfridge ANGB, Mi.
Solicitation # 33-6050
The Defense Logistics Agency (DLA) Disposition Services is conducting a one-time sale of 18 used pad mount transformers located at Selfridge Air National Guard Base in Michigan. These items, with a total estimated weight of 52,200 lbs, are sold as is and where is. The transformers are classified as non-PCB per 40 CFR 761, meaning they contain less than 50 PPM of PCBs or have manufacture data plates indicating they are non-PCB. Consequently, the purchaser must ensure that the final destination complies with state-specific PCB regulations, particularly in states like California, Oregon, and Washington, which may require levels below 5 PPM. Exporting these transformers outside of the United States for recycling is strictly prohibited, and any bidder intending to do so will be deemed non-responsive. The government will award the contract to the responsible bidder who submits the highest priced responsive bid. Evaluation includes a price determination based on the total amount on form SF 114 and a responsibility determination involving an Environmental Responsibility Determination, verification of necessary licenses and permits, and a demonstration of the capability to remove all items. The successful purchaser is responsible for all packing, loading, and removal using their own material handling equipment, with a maximum removal period of 90 calendar days. Bidders must provide a 20 percent bid deposit and maintain required insurance and bond coverage. The sale is subject to the Contract Disputes Act of 1978 and requires compliance with all federal, state, and local environmental codes, including 40 CFR Part 112 for spill cleanup.
