Presolicitation Notice:
Invitation for Bid (IFB) Set-Aside for Small Business.                               Sustain Aircraft Parking Apron


The 934th Airlift Wing, Minneapolis Minnesota intends to issue an Invitation for Bid solicitation FA6633-26-B-0001 for a Firm-Fixed Price contract for Sustain Aircraft Parking Apron at Minneapolis-St Paul ARB.  A solicitation package is anticipated to be available at www.sam.gov on or after 06 August 2026. Paper copies will not be available. The entire Invitation for Bid (IFB) will be made available only on the website SAM.gov. Once the solicitation is posted, Potential offerors are responsible for monitoring this site for the release of this document and subsequent amendments. It is anticipated the following viewers are needed to open the solicitation and all attachments: Microsoft Word (.doc), Microsoft Excel (.xlsx), Adobe Acrobat Reader (.pdf) and WinZip (.zip or .exe).
To protect the Government’s interest, bid bonds will be required in accordance with FAR 28.101.  In addition, payment and performance bonds shall be required of the awarded contractor in accordance with FAR 28.102-1(a). The penal sum of the payment and performance bond shall be 100% of the contract price. If the contract price increases, the contractor shall provide an additional amount equal to 100% of the increase.
This acquisition is being solicited pursuant to FAR Subpart 6.102-2; this acquisition will be conducted as a Total Small Business set aside.
Magnitude of acquisition is between $500,000 and $1,000,000.
Work to be performed within 237310 “Highway, Street & Bridge Construction” and the size standard is $45 million. The PSC/FSC Code is Z1BD, “Maintenance of Airport Runways & Taxiways”. The NAICS is to be used for market analysis only to determine the availability of potential small business categories for potential set-asides. Work to be included in this project consists of:
DESCRIPTION OF WORK:
Contractor shall provide all professional services, permits, supervision, labor, materials, and equipment necessary to fully meet all requirements of the Statement of Work, (Attachment 1) Construction Specifications, Construction    Drawings and all other Contract Documents related to and/or titled: “SUSTAIN AIRCRAFT PARKING APRON” at the Minneapolis Air Reserve Station, Minneapolis Minnesota. The performed tasks shall be based on the project description, other data furnished in this Statement of Work (SOW), and information covered during the Pre-Construction (Pre-CON) meeting. The scope of this project is to repair the Aircraft Parking Apron concrete, joint sealant, and markings. The specific work areas are identified on the drawing(s). NOTE: Specification and Drawings will be provided with the solicitation package. 
The government intends to hold a site visit and exact date, and time will be identified in the solicitation. Telephone requests for plans will not be honored. Plans and specifications will also be available for examination without charge at the Contracting Office, upon coordination with the assigned Contract Specialist. Once the solicitation is posted, it is the responsibility of the Contractor to obtain all necessary updates/amendments from SAM.gov.
To be eligible to receive award all contractors must be actively registered in the System for Award Management (SAM) database (www.sam.gov), completed the on-line Representations and Certifications and be registered for the applicable NAICS Code (237310).
