East Los Angeles is a historically under resourced community. Freeways cut it apart. The Los Angeles County Department of Public Health considers it one of the most pollution burdened communities in the County.” Within East LA's 7.4 square miles, LA County's Vision Zero Action Plan has identified 15 roadway segments as Collision Concentration Corridors, which are defined in the Plan as any half-mile roadway segment that contained three or more fatal or severe injury collisions between January 1, 2013 and December 31, 2017. East LA Moves/El Este Se Mueve Mobility Corridor Plans aims to create a model for participatory planning in East LA to address historic and current inequities that can be utilized in future planning projects. The Plans will guide the implementation of improvements that will make it easier and safer for East LA residents to walk, bike, and use transit. The project corridors—along portions of Cesar Chavez Avenue, Eastern Avenue, and Ford Boulevard—are areas where plans do not yet exist, but where infrastructure funding has been allocated through the 710 North Mobility Improvement Projects. The project will create conceptual plans along these three collision concentration corridors. The project is a partnership between Los Angeles County Public Works (County) and Public Matters (PM), a creative studio for community engagement and local community-based organization (CBO), who will lead community engagement and prepare the Plans. The County will provide technical guidance for existing conditions, conceptual designs and recommendations, and planning documents; meet with the CBO on a monthly basis for review of progress; review CBO and Consultant task deliverables; and attend project stakeholder and public meetings. Deliverables can be received electronically and review comments and questions will be provided to the team via email. Approval of final documents will be provided via email.CBO will create the engagement plan and lead engagements; build the Community Advisory Committee (CAC); create lessons and teach planning to the CAC; create bilingual materials explaining planning concepts for workshops and public engagements; co-design with the CAC; and lead public engagements and communications. CBO will hire planners familiar with East LA to prepare the corridor mobility plans. The Consultant will conduct project management activities for the project, conduct technical analysis utilizing collision data, and develop recommendations to address needs identified by community members, inclusive of concept design plans (not to exceed 30% of design) for at least five (5) locations within the project corridors. All deliverables will be reviewed by both the CBO and Public Works with approval granted via email from both parties for each deliverable.Community knowledge, expertise, and vision will guide East LA Moves/El Este Se Mueve Mobility Corridor Plans. Through regular workshops and meetings led by Public Matters, a core group of community members will learn key concepts of transportation planning, complete streets, and active transportation, enabling them to make informed decisions and share their gained knowledge with the community. Community input will inform and shape the plans. The corridors of focus for this project are:• Cesar Chavez Avenue from Eastern Avenue to Colonia de las Palmas• Eastern Avenue from Floral Drive to 3rd Street• Ford Boulevard from Floral Drive to 4th Street OVERALL PROJECT OBJECTIVES• Create a participatory planning model for East LA community members that will identify and propose traffic safety and mobility enhancements along three East LA streets that have a history of fatal and severe injury collisions;• Create street safety and mobility plans for corridors that can inform the use of funding for 710 North Mobility Improvement Projects; • Engage East LA community members in all 3 project stages: existing conditions analysis; shaping the draft plan; and reviewing and revising
