The WR-ALC intends to establish a sole source Indefinite Delivery/Indefinite Quantity contract for Sustaining Engineering and Technical Support Services to address technical and supportability deficiencies for the C-5 aircraft. This acquisition is restricted to Lockheed Martin Aeronautics Company, as market research indicates they are the only responsible source capable of satisfying the requirements. The contract structure includes a 12-month basic year, four 12-month optional ordering periods, and a potential six-month extension of services. Solicited under FAR Part 15 as a contract by negotiation, this action is conducted without full and open competition per statutory authority 10 U.S.C. 2304(c)(1). The scope covers necessary supplies and services, noting that government-furnished drawings, specifications, and special tooling are unavailable. Interested parties may contact the identified contract specialists to communicate concerns or identify their capabilities, although the notice itself is not a request for competitive proposals.
